Yes, learning the definition of words is a fundamentally important step toward successfully learning the language from which those words are derived. Evidently, many people who begin to learn a new language (any language, not just English) tend to place far too much emphasis on vocabulary building at the expense of learning other elements of the language.I'm not a language teacher, but I've been speaking English for several decades now, and despite the fact I know many more words than I did ten years ago, my overall linguistic skills have improved very little. It's strictly an anecdotal observation, but if I must draw a conclusion based on that, it would be to focus on grammar as much as word definitions and spelling.

Use Guided Lessons
The Internet is a useful too in that it can translate languages. It's a quick reference, but it can't translate sentence structure very well at all. There is no substitute for guided lessons. You can pick up a lot through assimilation in the culture, but there is a lot that will be missed. Even if you're only able to access free online English video courses, you can make substantial progress.
